THE MILLENNIUM TROPHY

 

RULES

 
NAME 1. The Competition shall be called the "Leeds United Millennium Trophy Competition"
 
CONTROL 2. The Council of the Leeds & District Football Association, through its Youth Committee, shall have the entire control and management of the Competition. Any questions relating to the interpretation of the Rules of the Competition shall be referred to the Youth Committee. 
 
CLUBS TO COMPETE 3. Clubs affiliated to the West Riding County Football Association will be allowed to apply for entry; the Youth Committee shall have the power to refuse any Club or team entry into the Competition. 
 
ENTRANCE FEE 4. The Youth Committee shall decide annually the administration fee to be paid by each team, which must be paid to the Competition Secretary before the 1st August in each season. 
QUALIFICATION OF PLAYERS 5. A player shall be eligible to play in the Competition if under the age of thirteen on the 31st August in the current season. No player-underwritten contract including Trainee players shall be eligible to compete. A player shall not be eligible to play for more than one Club or team in the Competition. Each individual player must have been a recognised playing member of the Club for which he competes at least seven days prior to the date fixed for the game, but no player may become qualified after the 1st March of the current season. A playing member is one who has played for the Club in the current season or who has been registered with the League seven days before the date fixed for the round. A player who has been suspended may play in postponed ties after the period of suspension has expired. 
A Club may at its discretion use roll-on, roll-off substitute players from the three substitute players nominated to the Referee, except to replace player(s) who have been suspended from the game by the Referee. A substitution can only be made when play has been stopped for any reason and the Referee has given permission. The substitute players shall be nominated to the Referee before the commencement of the game, their full names must also be included on the match Result Sheet. 
A substitute who is not used is entitled to play for another Club or team in the same season, subject to the provisions stated elsewhere in this Rule. Before every game, a responsible Official of each club or team shall inspect the Identity Cards of their opponents. Failure to present Identity Cards before the game will render such players ineligible to play. The Youth Committee shall have power to impose a fine not exceeding £50 and suspend or expel from the Competition any player, Club or team that violates this Rule. 
 
THE DRAW 6. The Clubs or teams in all rounds shall be drawn in pairs and the game shall be played on the ground of the first drawn Club or team, except in the Semi-Finals and Final Tie, when the game(s) shall be played on a neutral ground(s). These pairs shall compete, and the winners shall be drawn and compete in the same manner, and this procedure shall be continued to the end of the Competition, when the winning Club or team shall hold the Trophy for one season. All games before the quarter final draw may be played on a zoned basis. The ties shall be drawn, the dates fixed, and the matches played as the Committee may determine. The Competition Secretary shall within 14 days of the draw notify each Club or team the name of their opponents, the date on which the match is to be played and the time of the kick off. All Clubs or teams must acknowledge in writing receipt of the draw by the stipulated date, all Clubs or teams in default shall be fined £10. All games will be played on the District Conference weekend, unless otherwise stated. 
 
MISCONDUCT 7. A Club or team failing to play in any tie without showing sufficient cause may be adjudged guilty of serious misconduct. The Youth Committee shall have the power to expel, suspend, fine or otherwise punish any Club or team, its members, officials or players, found to be guilty of a breach of the Competition Rules. All fines must be paid to the Competition Secretary within fourteen days of notice or they will be doubled. 
 
GROUNDS 8. The dimensions and marking out of the field of play shall be in accordance with the regulations of the Laws of the Game. The field of play must be kept clear of spectators and goal nets, which are fully secured, must be provided. The home Club or team shall be responsible for the observance of this Rule and where adequate arrangements are not made, they shall be liable to a fine of £10 and to disqualification from the Competition. The home Club or team must provide at least two footballs fit for play or be liable to a fine of £10. 
 
DIRECTIONS AND CLUB COLOURS 9. The home Club or team shall send in writing, at least five days before the date of the match, travelling directions to their opponents and match officials and also confirm their full colours. Where the colours of the teams are similar the visiting team shall change, in the Semi- Finals and the Final Tie, where the colours clash both teams must change. Goalkeepers must wear colours, which distinguish them from the other players, and they will not be permitted to wear black or dark blue jerseys. The backs of shirts must be numbered 2-11 with substitutes numbered 12-17, players of each team must all wear the same coloured stockings and these must be a different colour to their opponents. A fine of £10 shall be imposed for each breach of this Rule. 
 
DURATION OF MATCH 10. The duration of each match shall be 60 minutes played in two equal halves; the half time interval shall be 10 minutes and can only be altered with the consent of the Referee. When a match has resulted in a draw extra time of fifteen minutes must be played which must be in equal halves of seven and a half minutes each way. If the scores remain level at the end of extra time, the game shall be decided by the taking of penalty kicks from the penalty mark, in accordance with the International Board decisions until a winner is decided. 
The Youth Committee shall have power to deal with any unfinished match as it deems fit, according to the circumstances. 
 
REFEREES AND ASSISTANT REFEREES 11. Referees will be appointed to all matches by the Committee and where the Referee fails to appear, or is unable to continue with his duties, both clubs or teams must agree in writing to a replacement Referee who shall be regarded as the Official Referee. Subject to the annual approval of the West Riding County F.A., Assistant Referees will be appointed to matches when the Committee deem it necessary. The match fee for Referees shall be £15 plus travelling expenses of 20 pence per mile. Each club or team must provide a club Linesman whose duties in all matches shall be in accordance with the Laws of the Game. Neutral Assistant Referees shall be paid £6 and be entitled to travelling expenses of 20 pence per mile; in postponed games the Referee and Neutral Assistant Referees shall be paid half their fee plus their travelling expenses. The home team is responsible for the payment of all match officials fees and expenses, and these must be paid to the Referee and Assistant Referees after the match in their dressing room. 
 
LATE STARTS 12. Teams not on the ground within 30 minutes after the time fixed for starting, shall forfeit the match unless they submit a satisfactory written explanation to the Competition Secretary within two days of the date fixed for the match (Sundays not included). Teams responsible for late starts shall be fined £5 for a period not exceeding ten minutes and £1 per minute thereafter 
 
NOTIFICATION OF RESULTS 13. The Secretary of each club shall send by first class post the match result on the result sheet supplied, which must be fully completed including the full names of the players and substitutes who played in the match, to the Competition Secretary, to be received within two days of the match (Sundays not included). Both Club Secretaries must telephone the result of the match to the Competition Secretary within three hours of the completion of the match. The match Referee shall send notice of the match result, together with a report on any irregularities that may have taken place. 
 
PRIZES 14. The Association shall present suitable prizes to the players and the Team Managers ii the Final Tie. When a player is sent from the field of play for misconduct, the prize to which he is entitled may be withheld. 
 
PROTESTS 15. Protests relating to any of the Competition Rules must be lodged by the protesting club with the Competition Secretary within three days (Sundays not included) of the date of the playing of the match from which the protest arises accompanied by a deposit of £20 which shall be forfeited if the Committee 
considers the protest trivial or groundless. Protests shall be in writing, and sent to the Competition Secretary by registered letter or recorded delivery, and a the same time a copy shall be sent by recorded delivery or registered letter to the Club whom the protest is made. 
 
APPEALS AGAINST DECISIONS 16. An appeal against a decision of the Committee shall be made in accordance with the Rules of the West Riding County Football Association. 
 
GUARANTEE TO RETURN THE TROPHY 17. The winning Club shall complete and return the official form to the Competition Secretary, with the names, addresses and signatures of three responsible members of the club. These members will guarantee the return of the Trophy to the Competition Secretary, in good order, by the 1st Thursday in February of the following season. Or in default, they shall all be jointly liable for the full cost of a replacement trophy, or pay for the full repair of the Trophy. 
 
OTHER MATTERS 18. The Committee shall have power to deal with any other matter relating to the Competition not provided for in these Rules. The Committee shall be guided by the Rules of the West Riding County F.A. and the Leeds & District F.A. when making such decisions.
